Full job description

The Central Bank of Ireland serves the public interest by safeguarding monetary and financial stability and by working to ensure that the financial system operates in the best interests of consumers and the wider economy.

We currently have a vacancy for an Authorisations Specialist on a 12 month specified purpose contract in the FUND Division. This role is aligned with the Bank Professional 3 grade and the BP3 salary scale, between €64,844 and €86,225 applies. Please click here for further information on our salary scales.

The purpose of the role is to review the relevant documentation for authorisations/approvals of investment funds or securities prospectuses to ensure that it complies with all aspects of the applicable legislative/regulatory regime, including making decisions/high quality technically accurate recommendations in respect of such reviews. The review should be carried out to a high standard and within the established turnaround times based on the quality of the submission and disclosures from the applicant. The person performing this role is also responsible for reviewing the work of the Authorisation Associates performing the initial review of the application/submission and giving feedback.

Responsibilities:
  • Accountable for the approval or rejection of approvals/authorisations on the basis of compliance with legal and/or applicable regulatory requirements within pre-defined timeframes (statutory, contractual or industry standard). The role requires informed decisions to be made having taken all relevant legal and regulatory factors into account, along with considerable knowledge of previous precedent.
  • Undertake the second review of an application/submission to ensure consistency with relevant legislative/regulatory requirements and identify and address any issues arising, escalating as necessary to the Authorisation Manager.
  • Review Authorisations Associate’s feedback to applicant with regard to deficiencies/issues identified in the submitted documents found by the Authorisations Associate where the disclosure does not meet the principles and requirements of the relevant legislative/regulatory regime to a standard sufficient for authorisation/approval; fully explain, where relevant, and sign off on comments that issue to applicants to ensure accuracy, validity and relevance of each comment.
  • Provide support for the Authorisations Associates who are acting as first point of contact for applicants and answer queries in relation to content and format of draft prospectuses and other relevant documentation: deal directly with applicants for more complex issues or queries as appropriate and required.
  • Interface with applicants to resolve deficiencies in meeting the principles and requirements of the relevant legislative/regulatory regime to a standard sufficient for authorisation/approval; challenge applicant and applicant's counsel/agents regarding compliance with the relevant legislative/regulatory regime and/or appropriateness of structure for a retail investor and opine on solutions to applicant and applicant's counsel/representatives.
  • Assess requests for omission of information allowable in specific circumstances under the respective approval regime and recommend action to take to the relevant internal partiesfor decision.
  • Train, monitor and mentor Authorisations Associates to ensure they are continually developing their knowledge; provide on-going coaching and feedback on performance in order that the Authorisations Associates are constantly developing skills/competencies, and are aware of developments and changes in the implementation and application of the relevant legislative regime.
  • Assist with the development of Central Bank/European policy, including attending relevant meetings and providing commentary on papers circulated, to ensure the views of the team are clearly articulated.
  • Keep abreast of relevant domestic and international developments to ensure the process is up to date and amendments to the process/forms/guidance are made as necessary.

Requirements:
  • Professional Qualification in Law, Accounting or Finance
  • Mandatory Practicing Certification/ Professional Membership (e.g. Banking qualification QFA, LCOI etc.)
  • 5 years’ relevant technical experience working in the [relevant approval/authorisations environment]
  • Strong knowledge of the relevant EU directive and related regulation /central bank guidance
  • Good knowledge of the markets and their operators/participants
  • Good knowledge of EU and domestic initiatives which impact on this sector.
  • Strong interpersonal and communication skills:
  • Ability to provide constructive feedback to team members
  • Ability to challenge constructively on issues of non-compliance and hold firm on the view of the Central Bank.
  • Strong organisational skills ensuring reviewer comments issue in accordance with delivery standards
  • Ability to make decisions based on a considered view of the situation and involving the right people in the process, escalating where necessary
