Job Specification: Senior Health & Safety Manager

Company Overview

As we continue to scale our operations, we are seeking an experienced, proactive, and strategic Senior Safety Manager to lead our health, safety, and environmental (HSE) initiatives.

Role Summary

The Safety Director will be a key member of the senior leadership team, reporting directly to the Managing Director. Based out of our Monaghan headquarters with regular travel to regional sites, you will oversee the strategic development, implementation, and continuous improvement of Meegan Builders’ safety management systems.

Key Responsibilities

Strategic Leadership & Culture

  • Safety Vision: Define and execute the company’s long-term HSE strategy aligned with modern construction best practices.
  • Culture Leadership: Champion behavioral safety programs across all levels, ensuring site crews, sub-contractors, and management are actively engaged in risk reduction.
  • Advisory: Act as the principal advisor to the Board of Directors on all legal compliance, liability, and emerging safety trends.

Compliance & Operations

  • Management Systems: Maintain, update, and audit the company’s safety management systems to guarantee alignment with ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management).
  • PSCS Management: Oversee Meegan Builders' duties when acting as the Project Supervisor Construction Stage (PSCS), ensuring robust Preliminary Safety Plans and construction stage files are meticulously executed.
  • Site Inspections & Audits: Coordinate and execute unannounced site audits to identify hazards, assess compliance, and implement immediate corrective actions.
  • Statutory Liaison: Serve as the primary point of contact for the Health and Safety Authority (HSA), insurance auditors, and external stakeholders.

Incident Management & Reporting

  • Investigation: Lead investigations into any near-misses, accidents, or dangerous occurrences, establishing root causes and implementing preventative strategies.
  • Metrics & KPIs: Develop and track lagging and leading safety indicators (e.g., TRIR, near-miss reporting rates, audit scores) and present monthly performance reports to the board.

Training & Development

  • Competency Framework: Identify training needs across the organization and manage the delivery of mandatory and advanced safety training (e.g., Safe Pass, CSCS, manual handling, site management safety).

Candidate Profile & Qualifications

Essential Experience & Qualifications

  • Education: A degree or higher diploma in Occupational Health & Safety, Construction Management, or a related discipline.
  • Experience: A minimum of 7–10 years of progressive safety management experience specifically within the Irish construction sector.
  • Framework Knowledge: Thorough, up-to-date knowledge of the Safety, Health and Welfare at Work (Construction) Regulations and the role of the PSCS.
  • Professional Membership: Chartership or active membership in IOSH (Institution of Occupational Safety and Health) or equivalent.

Preferred Attributes

  • Leadership Style: A firm but collaborative approach. You should be as comfortable discussing risk mitigation in the boardroom as you are talking to a bricklayer on a scaffold.
  • Local Proximity: Ideally based in or within easy commuting distance of Co. Monaghan, with a full clean Irish driving license for site travel.
  • Tech-Savvy: Experience implementing digital safety management software (e.g., Procore, Fieldwire, or similar) to streamline site check-ins and hazard reporting.
