About the Role
Liberty Living Homecare is seeking an experienced Client Care Manager to oversee the delivery of high-quality, person-centred homecare services. While this role is based from our Dublin office, the position will be predominantly based in Laois, with travel to Offaly at times as required.
This is a hands-on role involving a combination of office-based work, client visits, staff supervision, assessments, quality monitoring and working on the road. This is a senior operational role with responsibility for client assessments, care planning, compliance, staff supervision, safeguarding, and service quality, ensuring services are delivered in line with National Standards, HIQA regulatory themes, and safeguarding requirements.
Key Responsibilities Client Care & Service Delivery
- Complete initial and ongoing home-based client assessments
- Develop, implement, and review individualised care plans
- Conduct scheduled client reviews and risk reassessments
- Act as the main point of contact for clients and families
- Ensure continuity of care through effective client-to-HCA matching
Compliance, Quality & HIQA Standards
- Ensure services align with person-centred care, safeguarding, risk management, and information governance
- Maintain compliant documentation including care plans, incidents, safeguarding records, complaints, and monitoring reports
- Complete scheduled and unannounced quality monitoring visits
- Support audits, governance reporting, and inspection readiness
- Ensure GDPR and confidentiality compliance at all times
Safeguarding & Risk Management
- Identify, document, monitor, and escalate safeguarding concerns
- Ensure risk assessments cover manual handling, medication support (where applicable), environmental risks, lone working, and safeguarding indicators
- Capture evidence of outcomes and care effectiveness
Staff Leadership & Supervision
- Oversee recruitment, induction, and deployment of HCAs
- Ensure all compliance checks and mandatory training are completed prior to placement
- Conduct structured field supervision and competency assessments
- Manage performance, conduct issues, and appraisals in line with company procedures
Rostering & Operations
- Plan and manage weekly rosters ensuring safe staffing levels and continuity of care
- Coordinate absences and emergency cover
- Approve leave and implement contingency staffing
- Participate in on-call rotation (if applicable)
Incidents & Complaints
- Manage local incident response and governance follow-through
- Handle complaints professionally, documenting outcomes and learning
- Use trend data to support continuous service improvement
Stakeholder Engagement
- Liaise with GPs, PHNs, HSE teams, hospitals, and referral partners
- Support hospital discharges and care transitions
- Represent Liberty Living Homecare professionally across Laois
Essential Criteria
- Minimum 2 years' experience in Ireland in a Homecare Manager / Client Service Manager / Client Care Manager role
- QQI Level 6 Supervisory Management award
- Willingness to work flexible hours, including participation in evening and weekend on-call cover
- Proven experience in client assessment, care planning, safeguarding, rostering and staff supervision
- Strong working knowledge of National Standards, HIQA themes, GDPR and digital care systems
- Full clean driving licence and own transport
- Willingness and ability to travel extensively across Laois and, when required, Offaly
- Comfortable working both in the Dublin office and on the road
- Strong organisational, communication and leadership skills
- Ability to work independently and make decisions in a fast-paced homecare environment
