THE OPPORTUNITY
Clarity Locums connects healthcare professionals with the organisations that need them, fast. To fuel our growth, we're looking for a Compliance Manager who treats compliance as a growth lever as part of a broader sales function. You'll own the end-to-end compliance operation – vetting, registration checks, mandatory training, documentation – and re-engineer it so registrants are cleared to work in days, not weeks, without cutting a single corner on regulatory standards.
WHAT YOU'LL DO
- Own the compliance function end to end – accountable for the speed and accuracy of every registrant's journey to work-ready status.
- Attack the bottleneck – redesign workflows, remove manual steps, and introduce automation and systems that cut time-to-compliant without increasing risk.
- Lead and develop a team of compliance officers/administrators, setting clear standards, coaching performance, and building capacity as the business scales.
- Keep us audit-ready, always – full adherence to HSE, HIQA, NMBI, CORU, Medical Council of Ireland, Garda Vetting and GDPR requirements, plus client and framework-specific compliance standards.
- Partner commercially with recruitment and sales teams – balance regulatory rigour against speed-to-placement, and treat every day of delay as a commercial cost.
- Own the numbers – track time-to-compliant, error and rejection rates, and audit outcomes; report performance and improvement plans to senior leadership.
- Manage external relationships with vetting bureaus, occupational health providers, and regulatory bodies to keep turnaround times as short as possible.
- Solve problems fast – when a registrant, client or process stalls, you diagnose the root cause and fix it, not just patch the symptom.
WHAT YOU'LL BRING
- 8–10+ years' experience in staffing or recruitment compliance, ideally within healthcare or another highly regulated sector – this is a minimum requirement, not a preference.
- A genuinely commercial mindset – you understand that compliance exists to enable safe, fast growth, and you make decisions accordingly.
- Proven people management experience, with a track record of building and developing high-performing teams.
- Strong problem-solving skills and a bias for redesigning broken processes rather than working around them.
- Working knowledge of the Irish healthcare regulatory landscape (HSE, HIQA, NMBI, CORU, Medical Council, Garda Vetting, GDPR) or the demonstrated ability to master it quickly.
- Excellent stakeholder management and communication skills, comfortable operating at senior level internally and externally.
- Comfortable with data – you set KPIs, track them, and use them to drive decisions.
- Experience with compliance, ATS or CRM systems is a strong advantage.
