Housing Officer (Housing Services)

Cill Dara Housing Association

Cill Dara Housing Association has been providing social housing in Co. Kildare since 1993. As a mid-sized Approved Housing Body (AHB), we are committed to providing high-quality homes and services within safe, sustainable, and well-managed communities.

Our core values – Accountable, Respect, Customer & Community Focused, and Open & Honest – guide everything we do and help us work together to create better homes and stronger communities.

We now have an exciting opportunity for a skilled and suitably experienced housing professional to join our Housing Services Team. This role offers the opportunity to work closely with tenants and communities, deliver excellent housing services, and make a meaningful contribution to our strategic vision.

We are seeking someone who is committed to delivering exceptional services to tenants and supporting positive outcomes for individuals, families, and communities.

As a Housing Officer, you will be responsible for managing a housing patch under the direction of the Senior Housing Officer.

The Housing Officer is the first point of contact for all matters relating to housing management, tenancy management, repairs and maintenance coordination, and tenant engagement. You will deliver these services in a responsive, efficient, and professional manner.

With a relatively small patch size of approximately 200 homes, you will have the opportunity to develop meaningful relationships with tenants and communities and deliver tailored, person-centred solutions which respond to local needs.

The role covers lettings and allocations, tenancy management, rent collection and arrears management, anti-social behaviour, breach of tenancy matters, estate management, community engagement, and the coordination and monitoring of responsive, cyclical, and planned maintenance activities.

Qualifications & Experience

Suitable candidates will possess:

  • A relevant qualification in Housing Studies, Property Management, Community Development, Social Housing or a related discipline and/or equivalent experience in housing management.
  • A minimum of 2 years’ experience within a housing management, tenancy management, or customer-focused housing environment.

A full clean driving licence and access to a vehicle with appropriate business/class 2 insurance is essential. Mileage allowance applies.

Good knowledge of Microsoft Office applications is required.

You Will:

  • Manage a patch of approximately 200 homes, delivering all aspects of housing management including allocations, lettings, tenancy management, rent collection, arrears management, repairs coordination, and estate management.
  • Be solutions focused, working collaboratively with tenants, communities, and partner agencies to achieve positive outcomes.
  • Identify tenancy sustainment risks and work proactively with tenants and support services where appropriate.
  • Manage incidents of anti-social behaviour, tenancy breaches, complaints, and neighbourhood issues.
  • Carry out property inspections, estate inspections, and home visits as required.
  • Liaise with tenants and community groups to encourage participation and involvement.
  • Support tenant communication and engagement initiatives including newsletters, website updates, and other communication tools.
  • Maintain accurate housing records and utilise housing management systems effectively.
  • Promote a culture that delivers excellent services to tenants and reflects the Association’s core values.
  • Participate in forums, working groups, and committees as required.
  • Participate in a shared out-of-hours emergency on-call rota (a on-call allowance applies).

Requirements

  • Minimum 2 years’ experience in a housing management environment.
  • Experience undertaking core housing management functions including tenancy management, rent arrears management, lettings, and estate management.
  • Experience working within a customer-focused environment and engaging with members of the public.
  • Experience of community engagement or community development activities.
  • Knowledge of GDPR, Residential Tenancies legislation, and housing regulation.
  • Experience using housing management systems and maintaining accurate records and reports.
  • Excellent communication, interpersonal, and relationship-building skills.
  • Ability to work effectively both independently and as part of a team.
  • Strong organisational and time-management skills.
  • Commitment to delivering high-quality tenant services and promoting positive community outcomes.
